SUBJECT:  CPD Realignment - Headquarters

 

 

            This memorandum requests authorization to implement the restructuring of the Office of Community Planning and Development (CPD) at Headquarters.  These actions will result in the improved alignment of CPD resources and provide an accurate reflection of our working restructure.

 

            In keeping with the objectives of the Department’s Management Plan, this realignment ensures that the goals of each effected organizational component are best met; workloads are more efficiently managed, and employee skills are better utilized.  To support this request, the following documentation is provided:

 

A.     List of specific Headquarters organizational changes

 

B.     CPD’s functional statement

 

C.     Employee From/To List (tracking position and/or office changes)

 

D.     Staffing plan identifying affected employees and staff vacancies 

 

E.      Current and proposed organizational plans

 

In accordance with Section 5.03 of the Agreement between HUD and the American

Federation of Government Employees, the Union will be properly notified of our proposed realignment and its impact on any bargaining unit employees.  In most instances, the first line supervisor reporting structure will not change for bargaining unit employees.  Therefore, changes to their respective position descriptions, if any, will be minimal.

Proposed Organizational Changes – April 2003

 

 

CPD Headquarters

 

  1. The following new offices will be established in CPD:

 

The Office of the DAS for Special Needs Programs

(The established position of Deputy Assistant Secretary (DAS) is organizationally placed under the immediate Office of the Assistant Secretary for CPD and is incumbered by a Schedule C.)

 

Action:  Organizationally place the Office of Special Needs Assistance Programs and the

              Office of HIV/AIDS Housing (both currently under the DAS for Economic

              Development) under the Office of the DAS for Special Needs Programs

 

The Office of Field Management

 

Action:  Establish the Office of Field Management under the Office of the

              DAS for Operations

 

              Under the Office of Field Management, establish two divisions – Division 1 and    Division 2

 

The Office of Policy Development and Coordination

 

Action:  Establish the Office of Policy Development and Coordination

           under the Office of the DAS for Operations

 

The Office of the DAS for Special Initiatives

(The established position of DAS is organizationally placed under the immediate Office of the Assistant Secretary for CPD and is incumbered by a Schedule C.)

 

The Office of Community Renewal

 

Action:  Establish the Office of Community Renewal under the Office of the DAS for

              For Economic Development

 

The Office of Environment and Energy

 

Action:  Establish the Office of Environment and Energy under the Office of the DAS for

              Grant Programs 

 

             Organizationally place the Environmental Planning Division and the Environmental

             Review Division (currently under the Office of Community Viability) under the

             Office of Environment and Energy

Action:  Reassign Economic Development Specialists (6) and Consolidated Planning   Specialists (2) to the Field
