OFFICE OF HUMAN RESOURCES-LABOR RELATIONS

MEMORANDUM FOR:         Carolyn Federoff, President, AFGE National Council of HUD Locals 222

FROM:         Priscilla Lewis, Chief, Labor Relations Branch, ARHRLL

SUBJECT:            Amendment to Entry Processing Inquiry and Correction System (EPIC) Notification

In accordance with Article 5, Section 4 of the HUD/AFGE Agreement, on May 16, 2003, Management sent notification of the proposed implementation of EPIC. On May 23, we received your preliminary proposals. We are now amending our notification to include the new System for Time and Attendance Report (STAR) Web. Since both EPIC and STAR Web involve changes mandated by the National Finance Center (NFC), we thought it would be best to negotiate the changes simultaneously. NFC is quickly approaching the time for the changeover; therefore, it is important that we begin negotiations, so that our employees continue to receive their paychecks. We have attached information relating to STAR Web for your clarification.

Please submit any additional proposals related to the impact of the implementing of these new procedures within 10 calendar days after receipt of this memorandum.

If you have any questions or concerns, please contact me at (202) 708-1492.
