SUBJECT: Demand to Bargain - Implementation of HITS Contract

 

This responds to your September 30, 2003, demand to bargain (Attachment 1) on the impact and implementation of the HUD Information Technology Service (HITS) contract. Management acknowledges that your September 30 memorandum preserves your right to bargain on this proposed change. Further, we are providing additional information made available to us as requested in your memorandum.

 

Attachment 2 is a listing of all affected field IT staff, including title, series, grade and location. Attachment 3 is a listing of all affected Headquarters IT staff, including title, series, grade and organizational location.

 

The Department of Housing and Urban Development is preparing a plan to accommodate field IT bargaining unit staff impacted by the award of the HITS contract. Of the 101 IT staff in the field, 80 are bargaining unit employees. The plan will place the bargaining unit employees into WCF positions in the field, without loss of grade or pay and does not require geographic relocation.

 

Bargaining unit staff will be placed into the following positions: government technical monitor, security officer, systems analyst, information technology specialist for training and customer liaison activities, and computer assistant (specific job titles may change as a part of the classification process).
