MANAGEMENT ANNOUNCES TERMS OF BUYOUT PLAN - UNION OBJECTS TO TARGETING

     On May 17, the Council of HUD Locals received a copy of Management's buyout plan. The plan, a copy of which can be found on our website home page (http://afgecouncil222.tripod.com), targets individual positions in selected offices. This differs significantly from Management briefings presented to the Council in advance of the announcement. Because the actual plan differs so greatly from the information provided in briefings, we have issued a demand to bargain and a cease and desist notice. A copy of our demand and notice can also be found on the home page of our website (above link) and the bargaining page (http://afgecouncil222.tripod.com/bargaining.html).

     This is a difficult situation, and we want the input of members in this decision.

     There are several conflicting interests in this matter: On the one hand, many employees whose positions are included for buyout are interested, and our actions could interfere with their opportunity. On the other hand, many of the employees whose positions are listed may feel that this is a not-so-subtle threat, and if they don't leave, they can expect involuntary reassignment. And then again, we have other employees who are not included on the list who wish to be on the list.

     Although we represent all employees, only members have the right to determine the priorities and direction of the Union. Please provide your input to your Local President or steward as soon as possible. The buyout application period is set to begin tomorrow afternoon.
