On August 14 - 16, 2003, the AFGE National Council of HUD Locals 222
held their convention in Las Vegas, N.V. Nearly every AFGE local (from all over
the country) sent a delegate to the convention. The current AFGE National
Council of HUD Locals 222 Constitution states the Council shall meet
triennially (every 3 years) during the week before the AFGE national convention
at the same location, beginning in the 2003 Council convention. During the
Council convention, nominations, elections, and installation of officers
(President, Executive Vice President, Secretary, and Treasurer) are held. Many
of the HUD Regions also use the convention time to elect their Regional Vice
Presidents (a picture of the officers and Regional Vice Presidents is on the

As per the Constitution, "representation in the
HUD Council Convention shall be one vote for each member, and shall be based on
the average number of paid members for the 12 month period (July to June)
preceeding the Convention. [A] "Member" is defined to be one for whom per
capita tax shall have been paid to the HUD Council and AFGE." In other words,
if you have joined AFGE and you are paying your dues, you are a member. The
delegates are elected by each Local to "carry" the votes of their Locals´
membership. Two examples: 1) Jack is a delegate from a Local with 56 members,
he is the only delegate from his Local. When Jack votes in the election, he
carries 56 votes; 2) Pat and Mary are from a Local with 179 members and they
are both delegates. They each carry a number of votes. In this case her Local
has decided to have Mary carry 90 votes, and Pete 89. To vote at a convention,
the delegates need to have "credentials". The Council creates a Credentials
Committee to review eligibility of the delegates. When approved, the delegate
can actively participate in the business of the convention.
Delegates (and a few observers) received two days of training by the Federal Mediation
and Conciliation Service. Some module topics covered: Understanding & Appreciating Differences; Group Process Skills and Interest Based
Bargaining.
