SUBJECT: Notice of proposed implementation of the Entry
Processing Inquiry and Correction System (EPIC)
In accordance with
Article 5, Section 4 of the HUD/ AFGE Agreement, this is notification of the
Office of Administration's proposed implementation of the Entry Processing
Inquiry and Correction System (EPIC). EPIC will replace the functions of the
Personnel Action Processing System, the Payroll/Personnel remove Entry System,
The Suspense Inquiry System, the Future Inquiry System, and the History
Correction Update System. Participation in the EPIC application with the
National Finance Center (NFC) will provide HUD direct access to other
associated NFC applications, such as the Statement of Earning and Leave System,
the Special Payroll Process System and the W -2 System.
All affected HUD
employees ( 41) will be trained on the EPIC system. Proposed training is
scheduled for the week of August 4, 2003. Detailed information regarding
affected employees is attached.
Please submit any preliminary
proposals related to the impact of implementing the EPIC system within 10
calendar days of receipt of this memorandum. If you have any questions or

Thank you for your
letter dated March 13, 2003, regarding the Department of Housing and Urban
Development's participation in the scheduled implementation of the Entry
Processing Inquiry and Correction System (EPIC) which replaces the functions of
the Personnel Action Processing System, the Payroll/Personnel Remote Entry
System, the Suspense Inquiry System, the Future Inquiry System, and the History
Correction Update System. It is our understanding that with our participation
in the EPIC application with the National Finance Center (NFC), this also
provides us with direct access to other associated NFC applications such as the
Statement of Earning and Leave System (EARN), Special Payroll Processing System
(SPPS) and the W-2 System (WTWO).
The Department plans to
participate in the transition of the EPIC System and anticipates working with
you and your staff. We have identified a total of 41 employees, in 2 different
jurisdictions, that require training on this new system Our Employee Service
Center, located in Chicago, IL, has 24 employees and our Washington, DC
headquarters operation has 17 employees. We would like to schedule the training
during the week of August 4, 2003. We hope this timeframe will favorably align
with the NFC's current training schedule.
