What does FLSA Exempt or FLSA Non-Exempt mean? Employees whose jobs are governed by the FLSA are either "exempt" or
"nonexempt." Nonexempt employees are entitled to overtime pay.
Exempt employees are not. Most employees covered by the FLSA are nonexempt. Some are not. Some jobs are classified as exempt by definition. For example,
"outside sales" employees are exempt (&inside sales"
employees are nonexempt). For most employees, however, whether they are exempt or nonexempt depends on (a) how much they are paid, (b) how they are
paid, and (c) what kind of work they do.
With few exceptions, to be exempt an employee must (a) be paid at least $23,600 per year ($455 per week), and (b) be paid on a salary basis, and also
(c) perform exempt job duties. These requirements are outlined in the FLSA Regulations (promulgated by the U.S. Department of Labor). Most employees must meet all three "tests" to be exempt.

To view vacancy announcements, start with the Advanced Search page (https://www.usajobs.gov/JobSearch/Search/AdvancedSearch). Go down to the Agency Search box, select Dept of Housing and Urban Development, then select what you want in the Refine box which is directly below. Example: if you want to do search of all the jobs, highlight the All Department of Housing and Urban Development and click the Add button which will place it in the box to the right. Then in Applicant Eligibility box select YES (which will give you listings for jobs if you are a federal employee or if you are a citizen), HUD employees can apply with both methods. Then scroll down and click the blue search button. NOTE: Some of the vacancies open to the public AND to feds will have different closing dates. The public announcement closes before the one open to feds. Per the HUD AFGE contract, namely 13.08(3)(a), all vacancy announcements shall be open a minimum of fourteen (14) calendar days. This can be reduced to seven (7) days but the "merit staffing record must contain complete documentation explaining the circumstances." Some vacancies have more than 1 position to fill, they have an asterisk before the title.
