Financial Mgmt Center Transfer and Realign from PIH to HSG
Mgmt proposal to transfer and realign the Financial Mgmt Center (FMC) from the Office of PIH to Housing.
Proposal is in response to outstanding Office of Inspector General (OIG) audit finding in Housing's Fiscal Yr 2006 Corrective
Action Plan. Transfer to result in more efficient operation for HUD because Housing will be able to ensure appropriate separation

Pandemic Planning and Response Guidance
UPDATE! May, 2009 - Council 222 contacted local
Presidents, sending them a questionnaire regarding situations that may arise with the Swine Flu Pandemic. We also posted information on our homepage, notifying employees
that Supplements 99 and 92 also come into effect with a pandemic. Here is HUD Pandemic Planning and Response Guide (loaded to HUD@work May, 2009).
March 2006 - Office of Security and Emergency Planning
published the U.S. Dept of HUD Departmental Strategy for Pandemic Influenze: Protecting Personnel and Ensuring
Continuity of Operations. The doc outlined a strategy for maintaining HUD's essential functions during a pandemic
and implementing policies to reduce the effects of a pandemic on the workforce. This takes the next step by
developing a concrete implementation plan to prepare for, and respond to, a human pandemic. See 2006 for previous pandemic bargaining.

Buyouts - 2007 FPM and OCIO
Voluntary separation incentive payments (or buyouts) in the Office
of Field Policy and Management (FPM) and the Office of the Chief Information Officer (OCIO), as a result
of a need to establish a plan that would allow HUD to reshape the agency and continue to improve upon the Human
Capital Management initiative outlined in the President´s Management Agenda. FPM has been allocated up to
96 buyouts and OCIO has been allocated 25 buyouts. The buyouts will be offered from April 23, 2007 to May 11, 2007.
Employees must agree to separate from the Department on or before May 31, 2007.
